Singapore's P1 registration exercise runs in phases (Phase 1, 2A, 2B, 2C, and 2C Supplementary), each open to a different priority group. If more children apply to a phase at a school than there are places, that school holds a ballot for that phase, with priority given to Singapore Citizens and to children living closer to the school.
Popularity index = applicants ÷ available places, for the most recent year with real published numbers. It is deliberately not the same as an admission rate, which caps at 100% the moment applicants stop exceeding places and so can't distinguish a school that barely filled up from one nobody applied to. Below 1.0× means a school was undersubscribed that year (every applicant got in); exactly 1.0× means applicants matched places exactly; above 1.0× means more children applied than there were places, so some were turned away or balloted. The lower the number, the easier it was to get in.
Of everyone who applied to a phase in the most recent year with real numbers, the share who actually got a place - not specific to any one applicant's citizenship or distance from the school.
Vacancy, applicant, and balloting figures are MOE's own published data, scraped directly from moe.gov.sg. For years or phases MOE hasn't published yet (mid-cycle, or years far enough in the past that MOE's own site no longer shows them), figures come from MOE's own live in-progress-cycle tracker page or from third-party sources (Straits Times, sgschooling.com), clearly badged in each school's history table.
